The document, dated 1603, is a decree promulgated by Luis de Velasco y Castilla, who was viceroy of Peru from 1596 to 1604 and was also the viceroy of New Spain on two occasions. The source mentions the orders given by the King for the dissemination and fulfillment of his orders. The provisions include instructions for the Indians to obtain certain benefits related to their crops and livestock. This document gives an account of the written and oral dissemination of the news, both in the Plaza Mayor and in the Cercado de Indios.
