Auto de la división de los obispados de Guamanga y Arequipa separados del Cuzco

The government of Viceroy Juan de Mendoza y Luna, Marquis of Montesclaros, was characterized by an intense activity of ecclesiastical territorial reform; For this reason, he considered it opportune to gather all the prelates in a provincial council to establish common guidelines for ecclesiastical government and supported the request of Archbishop Lobo Guerrero in a letter addressed to Felipe III. The request for a council occurred in the midst of the dismemberment of archbishoprics and bishoprics, and due to the urgency of confronting idolatrous practices among the indigenous people.
This form describes the limits of the new churches that were created and the townships that made them up: the Holy See approved the creation of the dioceses of Trujillo, Arequipa and Huamanga, which were divided from the archbishopric of Lima and the bishopric of Quito, and of the bishopric of Cuzco. King Felipe III delegated to Montesclaros the demarcation of the limits and the allocation of income to the new churches. Despite these, the project of a new council did not prosper, but a synod was formed in Lima in 1613.
